The responsibilities of complying with, and the jurisdiction of the EPA’s National Emission Standards for Hazardous Air Pollutants (NESHAP), and especially the Asbestos Standard (40 CFR Part 61) is complex and far-reaching.  Poor or ignored management procedures resulting in employee and/or pubic exposure to these agents will cause liability issues and settlement costs that may exceed your companies worth, resulting in closure.
